In light of the recently adopted Clean Energy Package and the implementation needs on national level, EER is providing its views and suggestions on how to design a market-based mechanism for allowing Distribution System Operators (DSOs) to access local flexibility resources. Crucial is the question how tools and principles to enable flexibility use at the distribution level go hand in hand with neutrality on part of the DSO.
